Finksburg Corridor Plan to be Discussed

November Meeting Brief On Business,

 Long on Celebrating the Season

Next General Meeting Date of the Finksburg Planning Area Council: November 21, 2002

Where:  Sandymount United Methodist Church      Time: 7:00 PM

Corridor Plan: County Planner Matthew Simmont will provide an update on the movement of the Finksburg Corridor Plan and the current survey of Finksburg residents. Some residents may have found the on-line version impossible to submit due to a glitch in the County’s web-site – we suggest they print out the survey, found at http://ccgov.carr.org/plan-d/finksburg/survey.htm , complete and mail it ASAP to Mr. Simmont at 225 N. Center Street, Westminster, MD 21157.

FPAC has expressed repeated concern that a Corridor Plan not advance unless and until the area surrounding the new “corridor” is also addressed with a comprehensive plan which includes a rezoning of our very own “sprawl maker”, the “Conservation Zone which completely wipes out farms by creating 6 times the number of lots permitted in the “agricultural” zone. While we are anxious to see a gateway plan and aesthetic improvements occur in central Finksburg, the effort must be paired with  a plan for the huge area which generally makes up our residential community.

November Meeting / Social: With a busy holiday schedule ahead for everyone, FPAC will not be holding a regular meeting in December, however the Board will meet to discuss  plans for 2003 on December 4th. After a brief presentation by Mr. Simmont on the Corridor Plan, the meeting will adjourn to a social hour. Refreshments will be provided by the Board. Please bring cookies or other snacks to share.

Help Wanted: FPAC has two positions open which need to be filled immediately. A member is needed to coordinate the advertising and articles for the Freedom / Finksburg Banner, our quarterly newspaper. A Board position for Communications Director is also open for a member willing to produce articles and newsletters for FPAC.

Subdivision News:

Royal Farms:  Another visual insult to our community may be planned for the old Glen Falls Real Estate Office property at Bethel Rd and Rt 140, now that the plans for a 7-11 have fallen through. While we don’t object to a convenience store use at this location, FPAC does not want to see one of the typically gaudy Royal Farm stores which architecturally defy the nature of our rural community.

AT&T Site: The Commissioners denied the very rezoning they solicited for this property on Suffolk Rd.

Library: FPAC is awaiting a chance to work with the new Board of Commissioners after they are sworn in December to arrive at a suitable location for the library and headquarters. Meanwhile it appears that another historic barn has been removed from our community at the site on Rt. 91 which Commissioner Dell wanted to locate the library at.

Dreschler Estates, Section II: The County Subdivision Advisory Committee will be reviewing Preliminary Plans for this 18 lot major subdivision located on the North West side of Reese Road, 2,500 feet West of Carrollton and Dutrow Roads at 9 am on November 25th in room 03 of the COB

Lakewood Manor: The County Planning Commission will be reviewing the preliminary plans for this 7 lot subdivision located on the South side of Old Westminster Pike, West of MD Route 140, right on the Liberty Reservoir (near the Fabrik private airstrip). The Chief of the Reese Volunteer Fire Company has indicated that an adequate water supply for this subdivision does not exist as fire hoses would have to be laid across MD 140 to a hydrant on Dede Rd. , some ½ mile away.

This Plan has received the recommendation for approval by the Planning staff . The Plan will be reviewed by the Planning Commission after 10 am on November 19th in room 03 of the COB.
